Consultancy Services for Geotechnical Investigations for Construction of Head Office National Cyber Crime Investigation Agency (NCCIA) Lahore

National Engineering Services Pakistan (Pvt) Limited (NESPAK) invites bids for consultancy services for geotechnical investigations related to the construction of the Head Office of the National Cyber Crime Investigation Agency (NCCIA) in Lahore. The procurement is specifically for drilling contractors/companies capable of performing field and laboratory geotechnical investigations. Items being procured: - Execution of boreholes up to a maximum depth of 25.0 meters below natural surface level (NSL) using Straight Rotary/heavy percussion machine - Performance of Standard Penetration Tests (SPTs) in boreholes - Collection of disturbed and undisturbed soil samples - Collection of water samples from boreholes - Laboratory testing of selected soil and water samples The scope includes field and laboratory work to be completed within a total of 24 days, with 9 days allocated for field investigations and 15 days for laboratory testing. The work must be executed under the full-time supervision of NESPAK engineers and geologists, with mobilization to the site required within two days of issuance of the Letter of Award/Acceptance. The contractor must provide coordinates and ground elevations of investigation points and ensure timely completion of laboratory testing. Eligibility criteria include valid PEC registration, FBR and PRA certificates, a proven track record of similar projects completed in the last three years, financial and equipment capability, personnel qualifications, litigation history, and adherence to health, safety, and environmental policies. A bid security of PKR 15,000 in the form of a pay order or bank draft in favor of NESPAK is required before bid submission. Bids (technical and financial) must be submitted electronically through EPADS v2.0 by 1400 hours on or before September 23, 2026. Technical bids will be opened the same day at 1430 hours. Financial bids will be opened after evaluation of technical bids, with final acceptance decisions made per PPRA rules.
