Consultancy Services for Independent Transaction Advisor for Amalgamation of OPF Greens, OPF Town and Urban Enclave

The Overseas Pakistanis Foundation (OPF) Islamabad invites qualified firms for consultancy services related to the hiring of an Independent Transaction Advisor firm. This consultancy is for the legal, financial, and technical evaluation of the revised proposal submitted by M/s Urban Enclave regarding the amalgamation of OPF Greens, OPF Town, and Urban Enclave. The procurement is planned for the financial year 2026-27 under the Overseas Pakistanis Foundation (OPF). Items being procured: - Consultancy services of Independent Transaction Advisor firm for legal evaluation - Consultancy services for financial evaluation - Consultancy services for technical evaluation - Evaluation of revised amalgamation proposal by M/s Urban Enclave The scope includes comprehensive advisory services covering legal, financial, and technical aspects of the amalgamation project. The consultant will be expected to provide detailed assessments and recommendations to ensure the project’s compliance and feasibility. The assignment will be conducted under the guidelines of the Public Procurement Rules, 2004, using the Single Stage-Two Envelope procedure and Quality and Cost Based Selection (QCBS) method. Eligible bidders must be registered on EPADS v2.0 and comply with all bid security requirements such as Pay Order, Call at Deposit, Demand Draft, or Bid Securing Declaration as per the bidding document. The consultant firm should have relevant experience in similar transaction advisory assignments and must be registered with FBR and ATL. The submission deadline is Friday, July 31, 2026, at 12:00 PM via EPADS v2.0 only. Proposals will be opened the same day at 12:30 PM. Manual submissions will not be accepted. Interested firms not registered on EPADS v2.0 are advised to register promptly to avoid disqualification.
