Consultancy Services for ISO 9001:2015 Quality Management System (QMS) Audit and Certification

The Ministry of Human Rights, Islamabad invites qualified consultants and firms to submit proposals for consultancy services related to ISO 9001:2015 Quality Management System (QMS) Audit and Certification. This procurement is for the financial year 2026–27 and aims to engage expert consultants registered on EPADS v2.0 for the provision of these consultancy services. Items being procured: - Consultancy services for ISO 9001:2015 Quality Management System (QMS) Audit and Certification The procurement will be conducted through Open Competitive Bidding using the Single Stage–Two Envelope Procedure and Quality and Cost Based Selection (QCBS) technique, in accordance with the Public Procurement Rules, 2004 and applicable PPRA regulations. Bidders must submit a Bid Security in the prescribed form, which may include Pay Order, Banker's Cheque, or Bid Securing Declaration. Complete e-Bidding/RFP documents with detailed terms of reference, eligibility criteria, evaluation criteria, and other requirements are available on EPADS v2.0 at https://epads.gov.pk/opportunities/federal/procurements/135624. Proposals must be submitted electronically through EPADS v2.0 on or before Monday, 12 October 2026 at 11:00 AM. Manual submissions will not be entertained. The proposals will be opened electronically on the same day at 12:30 PM in the Conference Room, Ministry of Human Rights, 9th Floor, Kohsar Block, New Pak Secretariat, Sector F-5, Constitution Avenue, Islamabad, in the presence of bidders or their authorized representatives. A Grievance Redressal Committee (GRC) has been notified as per Rule 48 of the Public Procurement Rules, 2004.
