Consultancy for Drafting Legal and Institutional Framework for International Financial Center for Education City Project Karachi

The Education City Project Investment Department Government of Sindh is seeking consultancy services for drafting the legal and institutional framework for the International Financial Center under the Education City Project in Karachi. This tender invites eligible consultants or firms to provide expert consultancy as per the Terms of References (TORs) detailed in the RFP document. Items being procured: - Drafting of legal and institutional framework for International Financial Center for Education City Project The scope involves preparing comprehensive legal and institutional frameworks, including acts, rules, regulations, policies, instruments, and related legal documentation. The consultant will work closely with financial advisors appointed by the Education City Project to ensure alignment with financial aspects of the International Financial Center. The project office is located at Education City Project First Floor, A Block, Click Office, FTC Building, Shahrah-e-Faisal, Karachi. Eligibility criteria include an affidavit on Rs. 100/- stamp/bond paper certifying no blacklisting, active FBR registration, registration of proposed team members with the relevant Bar Council, capacity to undertake drafting of legal and institutional frameworks with relevant experience in regulatory/institutional framework development, corporate/commercial law, public sector advisory, financial centers or special zones, and an average annual financial turnover of at least PKR 200 Million during the last two years verified by financial statements and audit reports. The RFP document can be downloaded from the Education City Project website and SPPRA EPADS portal. The last date for submission of the RFP document is 4th August 2026 at 1300 hours. A non-refundable RFP fee of Rs. 5,000/- is payable via pay order or demand draft in favor of Education City Project. Bidders must submit 2% bid security in a sealed envelope along with the quotation. Technical proposals will be opened on the same day at 1330 hours in the presence of bidders or their authorized representatives. The procurement follows the Single Stage Two Envelope Procedure as per Sindh Public Procurement Rules 2010. The procuring agency reserves the right to reject any or all bids. Rates should include all applicable taxes. In case of holidays or unforeseen incidents, the opening date will be the next working day.
