Tender Description
The Education City Project Investment Department, Government of Sindh, Karachi, is seeking consultancy services for drafting the legal and institutional framework for the International Financial Center for the Education City Project in Karachi. This assignment involves comprehensive legal advisory services to support the establishment of an international financial center, modeled on successful global examples such as the Dubai International Financial Centre (DIFC). The procuring department requires a qualified consultant or firm with expertise in regulatory and institutional framework development, corporate and commercial law, public sector advisory, and financial center or special zone frameworks.
Items being procured:
- Drafting of primary legislation for establishment of the International Financial Center
- Preparation of draft constitutional amendment if required
- Legal review of special zones and national/international legislative frameworks
- Advice on corporate, public sector, investment, regulatory, and special zone legal matters
- Development of legal institutional structure, governance, regulatory interface, and implementation mechanisms
- Consultation and coordination with stakeholders, government departments, statutory bodies, and regulators
- Preparation of drafts, comments, legal opinions, briefing notes, and explanatory memoranda
- Attendance at meetings, presentations, and consultation sessions
- Submission of draft and final deliverables in editable and PDF formats
The scope includes a phased approach: conceptual framework working paper, detailed framework study, and development of legislative framework culminating in draft legislation and stakeholder presentations. The consultant will work closely with financial advisors appointed by the Education City Project to integrate financial and commercial aspects.
Eligibility criteria include firm registration with FBR, professional team members registered with relevant Bar Council, relevant experience in similar assignments, and an average annual financial turnover of at least PKR 200 million over the last two years. An affidavit on Rs. 100/- stamp paper certifying no blacklisting is required.
The procurement follows a Single Stage - Two Envelope procedure under Sindh Public Procurement Rules 2010 (amended). Technical and Financial Proposals must be submitted electronically via the SPPRA EPADS platform by **10th August 2026 at 13:00 hours**. Technical bids will be opened the same day at 15:00 hours at the Education City Project office.
Bidders should ensure complete and correct submission of all required forms and documents to avoid disqualification. The department reserves the right to reject any or all bids as per Rule 25 of the Sindh Public Procurement Rules. Rates should include all applicable taxes.
