Consultancy Services for Detailed Architectural and Engineering Design for Club/Gymkhana Facility at Bahawalpur Cantonment

The Military Lands & Cantonment Department Bahawalpur Cantonment Board invites electronic proposals from eligible, reputable, and experienced multidisciplinary architectural and engineering consulting firms for consultancy services related to the detailed planning, architectural, structural, mechanical, electrical, and allied engineering design for the proposed Club/Gymkhana Facility at Bahawalpur Cantonment. The project site covers approximately 22 Kanals. Items being procured: - Detailed architectural and engineering design - Preparation of working drawings, BOQ, engineering and cost estimates - Technical specifications and complete tender/construction documentation The scope includes site survey, site analysis, feasibility assessment, verification of utilities, access, circulation, parking, drainage, and other site conditions. The consultant will prepare conceptual/master planning, architectural designs including site plans, floor plans, elevations, sections, façade treatment, interior concepts, landscaping, furniture layouts, and 3D renderings. Structural design will cover foundations, RCC/steel structure, structural calculations, and certification. MEP design includes electrical, HVAC, plumbing, water supply, sewerage, drainage, fire-fighting, fire alarm, emergency systems, and other mechanical/electrical services. Design of ELV/ICT and security systems such as CCTV, access control, structured cabling, public address, Wi-Fi, and other systems is also required. Planning of club amenities like reception, lounges, dining, kitchen, banquet, gymnasium, indoor games, family and recreational areas, prayer facilities, and children's areas is part of the assignment. Eligibility requires valid legal status, FBR NTN/Active Taxpayer status, and registration with Pakistan Engineering Council (PEC) for relevant consultancy disciplines. Architectural services must be led by a qualified professional registered with Pakistan Council of Architects and Town Planners (PCATP). Experience in comparable multidisciplinary architectural/engineering design assignments, preferably involving club, gymkhana, hospitality, wellness, sports, institutional, or similar public-building facilities, is mandatory. Proposals must be submitted electronically through EPADS V2.0 portal by 26-10-2026 at 01:00 PM. Technical proposals will be opened the same day at 01:30 PM. Financial proposals of technically qualified firms will be opened later as notified. Manual submissions are not accepted. A practical tip for bidders: Ensure your firm's registration on the EPADS portal is active and complete well before the submission deadline to avoid last-minute technical issues. Also, carefully review the detailed RFP documents for compliance with all technical and financial requirements to enhance your chances of qualification.
