Pre-Qualification of Firms for Consultancy Services (Design/RE Supervision) for Facilities at Multiple Locations

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms, contractors, and consultants for consultancy services involving design and resident engineering supervision for certain facilities. These facilities are located at Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Gwadar, Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Sialkot, Muzaffarabad, and Swat. Items being procured: - Consultancy Services (Design/RE Supervision) for facilities at the listed locations. Firms must provide details including work orders, location, and pictures of completed projects along with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services and be registered with PEC in the relevant field. Required documentation includes a list of personnel, bank statement, NTN certificate, and income tax returns for the last three years. Eligibility criteria include enlistment with PEC in category C-2 or above with validity up to June 2027, preference for firms enlisted with MES in category A, and a refundable 2% bid security for non-enlisted firms. Firms must be pre-qualified with the Engineer-in-Chief's Branch, GHQ Rawalpindi, and have no special reports or outstanding recoveries related to DI&E. Tenders will be issued to pre-qualified firms and must be received at the E-in-C's Branch GHQ Rawalpindi by 1130 hours on 28 October 2026, with opening at 1200 hours the same day.
