Tender Description
The National Grid Company (NGC) of Pakistan Limited invites qualified consultants to provide comprehensive consultancy services for construction supervision and allied activities for a 220 kV Double Circuit Twin Bundle Transmission Line from Mohmand Dam Hydropower Project (HPP) to the existing 220 kV Nowshera Industrial Grid Station, approximately 67 km in length. This project is based in Lahore, Punjab, and requires expert supervision to ensure quality, safety, and timely completion within a 24-month period including a 12-month defect liability period.
Items being procured:
- Construction supervision of civil works including tower foundations, reinforcement, concreting, backfilling
- Supervision of erection of tower structures and installation of hardware
- Supervision of stringing works including conductor, OPGW, earthwire, and insulators
- Verification of contractor's invoices and claims
- Support in implementation of Environmental Management Plan (EMP) and Resettlement Action Plan (RAP)
- Testing and commissioning of the transmission line
- Preparation of detailed reports including monthly, quarterly, final, and project completion reports
The scope includes monitoring construction quality as per technical specifications, project management, quality control, safety oversight, and verification of contractor invoices. The consultant will also assist in environmental and social safeguards implementation and supervise the defect liability period. The consultant must have extensive experience in 220 kV or higher voltage transmission line projects, with key experts including project manager, contracts expert, survey expert, civil and electrical construction supervision engineers, environmental and safety specialists, and testing & commissioning engineers.
Eligibility requires a minimum of 10 years consulting experience in transmission line construction supervision, sound financial background, and compliance with FBR/ATL registration. The consultant must submit a full technical proposal including detailed methodology, work plan, and CVs of key experts. The contract duration is 24 months with a 7-day commencement period after contract effectiveness.
