Tender Description
The Trading Corporation of Pakistan (TCP) based in Karachi is procuring consultancy services through an Expression of Interest (EOI) from eligible NGOs. This procurement is planned for the financial year 2026-27 and aims to engage NGOs in poverty alleviation, livelihood enhancement, education, technical trainings related to agriculture such as seed development, and food security domains.

The scope of work includes identifying proposed CSR initiatives with detailed implementation plans, providing rationale and justification for these initiatives, quantifying societal and environmental impacts, and delivering detailed presentations covering areas of CSR initiatives, timelines, budgets, and resource mobilization plans. The consultancy will require a comprehensive approach to CSR with a focus on sustainable social impact.
Eligibility criteria require NGOs to have valid FBR registration, active taxpayer status, audited financial statements for the last three years, and a proven track record of similar work with at least five completed projects in the last three years. Experience collaborating with donors, government agencies, and NGOs across Pakistan is essential. The bidder must not be blacklisted and must provide an affidavit confirming this.
The tender follows a Least Cost Based Selection (LCBS) method under the National Single Stage-One Envelope procurement procedure. The bid security must be submitted as a Pay Order. Proposals must be submitted online via EPADS v2.0 by Friday, August 7, 2026, at 11:00 AM, with financial proposals opened the same day at 11:30 AM. Manual submissions are not accepted. The bid security hard copy must be delivered to the TCP office at 4th & 5th Floor, Block-B, FTC Building, Shahra e Faisal, Karachi.
