Tender Description
The Khyber Pakhtunkhwa Urban Mobility Authority (KPUMA) is inviting Expressions of Interest (EOI) for consultancy services related to the Khyber Pakhtunkhwa Cities Improvement Projects - Second Project Readiness Financing (PRF-II). This project aims to support urban development and mobility improvements across seven divisional headquarters in Khyber Pakhtunkhwa province. The consultancy will focus on feasibility studies, detailed engineering design, and preparation of procurement documents for green public transport systems.

The consultancy requires a team led by a National Team Leader with key and non-key experts contributing a total of 114 person-months (84 national, 30 international). The assignment duration is 12 months starting in Q4 2026. The procurement method is Quality and Cost-Based Selection (QCBS) following ADB's Procurement Policy and Directive 2026.
Eligible firms must demonstrate relevant sector experience and provide detailed information as per ADB's EOI template. Evaluation criteria include 60% technical competence, 20% management competence, and 20% geographic experience. The EOI must be submitted online via ADB's Consultant Management System (CMS) by **29th August 2026**.
