Tender Description
The Small and Medium Enterprises Development Authority (SMEDA) Lahore is procuring consultancy services for the Impact Evaluation of the National SME Policy 2021 and development of National SME Policy 3.0. This assignment involves a comprehensive evaluation of the existing policy's impact on SME growth, competitiveness, employment, innovation, and exports across Pakistan. The scope includes quantitative analysis using secondary data and SME surveys, qualitative analysis through interviews and focus groups, and synthesis of findings to recommend evidence-based policy improvements. The consultancy will also design a Monitoring and Evaluation framework to institutionalize real-time policy tracking and accountability.
Eligible firms must be registered with relevant authorities, have NTN and ATL registration, and demonstrate verifiable consultancy experience in policy development, impact assessment, and M&E framework design. The firm should have at least one expert with international development experience and an average annual revenue of PKR 75 million over the last three years. Proposals must be submitted electronically via EPADS by May 25, 2026, 2:00 pm, with technical proposals opened at 2:30 pm the same day.
