Consultancy Services for Integrated National Urban Regeneration in Islamabad and Other Major Cities of Pakistan

The Estate Office Management, Ministry of Housing & Works, Government of Pakistan, Islamabad, invites qualified Tier-1 multidisciplinary consultancy firms or consortia to submit proposals for the National Urban Regeneration Programme. This comprehensive consultancy covers digitization, legal verification, master planning, regeneration, financing, and phased implementation of the Federal Government housing and real-estate portfolio across Islamabad and other major cities including Karachi, Lahore, Quetta, and Peshawar. Items being procured: - Inception and strategic framework development - Digital GIS asset inventory and Digital Land Bank creation - Legal, title, land-revenue and documentation verification - Building, infrastructure and public-safety condition assessment - Vacant government land utilization strategy - Dilapidated buildings redevelopment programme - Resident census, relocation and resettlement framework - National Urban Regeneration Master Plan - City and cluster regeneration plans - Site-specific master plans and development briefs - Technical, financial, economic, environmental and social feasibility studies - Cross-subsidy and zero-Government-funding financing framework - Land value capture and asset monetization - PPP, JV, REIT, SPV transaction structuring and advisory - Digital dashboard and decision-support system - Five-Year Rolling Investment and Implementation Programme - Institutional strengthening and implementation support The consultancy requires extensive GIS/DGPS/UAV-enabled surveys, legal due diligence, financial modeling, PPP transaction structuring, and preparation of bankable business cases. The assignment spans eighteen months for core advisory services with possible call-off transaction advisory and implementation support. The selection method is Quality- and Cost-Based Selection (QCBS) with 80% technical and 20% financial weighting. The minimum technical qualifying score is 70/100. Eligibility criteria include registration on PPRA EPADS, valid PEC certification, financial soundness with an average annual turnover of not less than Rs. 50 million over the last three years, and experience in urban regeneration, GIS land banking, PPP transactions, and related fields. The consultancy team must include core experts such as Programme Director, Land Revenue/Title/Legal Expert, GIS Specialist, Financial Modelling Expert, PPP Transaction Advisor, Social Safeguards Specialist, and Structural Engineer. The tender process is conducted through EPADS v2.0 with electronic submission mandatory. The deadline for submission is Friday, November 13, 2026, at 02:00 PM, with opening at 02:30 PM the same day.
