Tender Description
The Port Qasim Authority (PQA) Karachi invites eligible bidders to submit proposals for consultancy services under the contract titled 'Request for Proposal (RFP) for Consultancy Services for Establishment, Operation and Management Sea-to-Steel (S2S) Project at Iron Ore & Coal Berth (IOCB) Port Qasim' with reference number 'P92854'. This procurement is planned for the fiscal year 2026-27 and aims to cover eligible payments through reserved funds.
Items being procured:
- Consultancy services for establishment, operation and management of Sea-to-Steel (S2S) Project at Iron Ore & Coal Berth (IOCB) Port Qasim
The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal, ensuring transparency and adherence to Public Procurement Rules, 2004. The method of procurement is Single Stage-Two Envelope Procedure with Quality and Cost Based Selection (QCBS) technique. All proposals must be accompanied by a Bid Security in the form of Pay Order or Bid Securing Declaration as described in the bidding documents.
A pre-bid meeting is scheduled for 9th September 2026 at 11:00 hours in the 2nd Floor Conference Room, Main Administration Building, Port Qasim Authority, Karachi. Interested consultants/firms not registered on EPADS v2.0 may register at https://vendors.epads.gov.pk/. Detailed terms, conditions, and specifications are available on the EPADS portal.
The submission deadline is Wednesday, 30th September 2026 at 12:00 PM, with proposals opening the same day at 12:30 PM. The Grievance Redressal Committee (GRC) is notified for this procurement, and relevant notifications are available on the procuring agency's website and PPRA website.
