Hiring Services of Consultant for Preparation of Feasibility Report for Construction of Projects on State Life Owned Plots No. 11 & 11A and Plot No. 2, Block 7 & 8, Maqboolabad Co-Operative Housing Society, Shahrah-e-Faisal, Karachi

The State Life Insurance Corporation of Pakistan (Real Estate Division) invites qualified consultants to submit proposals for the preparation of a feasibility report for construction projects on State Life owned plots No. 11 & 11A and Plot No. 2, Block 7 & 8, Maqboolabad Co-Operative Housing Society, Shahrah-e-Faisal, Karachi. This consultancy involves surveying the area and suggesting suitable project types such as office buildings, mixed-use buildings, marquees, or pumps that can be constructed on the plots. The consultant will study building bylaws of the Cantonment Board and other approving authorities to calculate construction area considering FAR and number of floors. They will identify required approvals, prepare estimated costs based on per square foot rates, and project costs for at least 3 to 5 years. Financial calculations will be made for investment models including full investment by State Life, partial investment, and complete project sale on booking. A comparison of payback periods with Pakistan Investment Bonds (PIBs) returns will also be included. Eligible bidders must be registered consultants with PEC or PCATP, have NTN and Sales Tax registration, not be blacklisted, and have completed at least four similar assignments in the last four years. Bid security of Rs. 30,000 in the form of a pay order is required. Proposals must be submitted online through EPADS v2.0 by 16th September 2026 at 11:00 AM, with financial bids opened the same day at 11:30 AM. Manual submissions will not be accepted. The contract price is lump sum inclusive of all taxes and costs related to preparation, survey, transportation, and printing. State Life reserves the right to reject any or all bids prior to award.
