Request for Hiring of Consulting Firms for Third Party Validation (TPV) of PSDP Projects by Ministry of Railways

The Ministry of Railways, Government of Pakistan, invites sealed Requests for Proposal (RFP) from well reputed consulting firms or consultants duly registered with Income Tax and active Taxpayer List (ATL) of the Federal Board of Revenue (FBR) for acquiring services of Third Party Validation (TPV) for several PSDP projects. These projects include: - Thar Coal Rail Connectivity with Existing Railway Network including Last Mile Connectivity with Port Qasim (TRCP) (Revised) - Procurement / Manufacture of 820 High-Capacity Bogie Wagons & 230 Passenger Coaches (Revised) - Special Repair of 100 Nos. Diesel Electric Locomotives for Improving the Reliability / Availability of Running Locomotive (Revised) - Immediate Track Safety Works on Rohri-Khanpur (ROH-KPR) Section (Revised) - Rehabilitation of Track Maintenance Machines (Revised) - Recommissioning of 5 Nos. Accidental Diesel Electric Locomotives (2nd Revised) - Rehabilitation of Track Between Kotri-Akchandabad on Kotri-Dadu Section (Karachi Division) (Revised) - Replacement of Roof Mounted AC Plants in Passenger Coaches for better Service Delivery Consulting firms will be engaged to undertake TPV of the above projects in accordance with approved Terms of Reference (ToRs). The bidding will be conducted through Single Stage – Two Envelope procedure. Reputable national-level firms, either individually or as consortium/joint venture, possessing requisite qualifications and experience are invited to submit Technical and Financial Proposals. Detailed ToRs, eligibility criteria, and procurement procedure are available on official websites: www.railways.gov.pk, www.pakrail.gov.pk, and www.ppra.gov.pk. Interested firms must submit separate Technical and Financial Proposals for one or more projects as per eligibility and experience. Submission must be through e-Pak Acquisition and Disposal System (e-PADS) on or before 08th September 2026 at 1100 hours. Hard copy of Technical Proposal and Financial Proposal in sealed envelopes must be submitted to the office of the Director General (Planning), Office No. 104, First Floor, Block-D, Pak Secretariat, Ministry of Railways, Islamabad by the prescribed deadline. Technical Proposals shall be opened on 08th September 2026 at 1130 hours in the presence of bidders or their authorized representatives. Financial Proposals of only those firms qualifying the technical evaluation will be opened subsequently as per RFP and PPRA Rules. A pre-bid meeting will be held on 31st August 2026 at 1100 hours at the Ministry of Railways, Islamabad. Bidders are advised to carefully review the ToRs and ensure timely submission through e-PADS and hard copies to avoid disqualification.
