Tender Description
Comsats University Islamabad (Sahiwal Campus) is procuring consultancy services for the enhancement of its solar net metering facility from 300 KW to 488 KW in Sahiwal, Punjab. This project involves upgrading the existing solar power system to maximize the benefits of a 400 KW solar power installation planned at the campus. The consultancy scope includes conducting a mandatory Load Flow and Power Quality Study using electrical engineering simulation software such as ETAP, updating and certifying the system's Single-Line Diagram, structural validation, protection coordination layouts, and grounding design to reflect the new 488 KW capacity. The consultant will also verify transformer utilization limits and manage regulatory approvals and utility liaison with MEPCO and NEPRA, including application processing, site inspections, agreement amendments, and license revisions. Additionally, the consultant will supervise the programming, verification, and replacement or upgrading of the bidirectional smart meter and oversee the testing, commissioning, and final synchronization of the upgraded system to ensure proper crediting on monthly utility bills.
Eligible bidders must be registered with the Alternate Energy Development Board (AEDB) and comply with FBR and Punjab Revenue Authority registrations. Experience in similar consultancy services for solar net metering and distributed generation projects is essential. The procurement follows the Least Cost Based Selection (LCBS) method under the Public Procurement Rules, 2004. The bid security amount is PKR 20,000, and all proposals must be submitted online through EPADS v2.0 by the deadline.
The submission deadline is Monday, June 29, 2026, at 01:00 PM, with bid opening at 01:30 PM on the same day via EPADS. Manual submissions are not accepted. Bidders should ensure timely registration on EPADS and prepare their technical and financial proposals carefully, including all required documents and bid security.
