Tender Description
The State Bank of Pakistan (SBP) Banking Services Corporation invites Expressions of Interest (EOI) for the engagement of a Consultant to conduct SBP Sentiments Surveys at its Karachi office. This procurement is managed by the Procurement Division-II, General Services Department, located at 3rd Floor, BSC House, I.I Chundrigar Road, Karachi. The scope includes conducting Business Confidence Survey and Consumer Confidence Survey with a comprehensive methodology and detailed reporting.
Items being procured:
- Development and expansion of population frame for Business Confidence Survey and Consumer Confidence Survey
- Periodic review and revision of survey questionnaires
- Assistance in sample drawing for surveys
- Management and training of survey staff and enumerators
- On-site and off-site monitoring of enumerators
- Conducting up to twelve monthly surveys each for Consumer and Business Confidence
- Data checking, calculation, and submission of analysis reports within three days after surveys
- Conducting additional surveys as required
- Invoice submission periodically
- Verification of at least 10% of interviews through call listening
- Implementation of data consistency checks and outlier detection
- Management of interview records and audit trails
- Ensuring compliance with sampling and interviewing protocols
- Data confidentiality and secure handling of respondent information
- Submission of detailed reports including response rates, completion rates, and data analysis
- Annual performance report with feedback and suggestions
The technical scope requires a consultant capable of managing a team of up to 50 enumerators with multilingual capabilities including Urdu, Sindhi, Punjabi, Pushto, and Balochi. The surveys will be conducted at the Procuring Agency's Center for Survey Research in Karachi. The contract duration is up to five years, subject to annual appraisal. The consultant must sign a Non-Disclosure Agreement and ensure confidentiality of all information.
Eligibility criteria include registration on the Active Taxpayers List of FBR, at least five years of experience in telephonic or face-to-face surveys, capacity to provide qualified enumerators, and no blacklisting or debarment by any organization. PEC category is not applicable as this is a consultancy service.
The EOI submission deadline is **July 24, 2026 at 11:00 AM** via the E-Pak Acquisition and Disposal System (E-PADS). Manual submissions will not be accepted. A pre-submission meeting will be held on July 10, 2026 at 11:00 AM via Zoom. Interested bidders should attend to clarify any queries.
