Hiring of Consultant for Preparation of Master Plan, Up-Gradation of Museum, Rest House and Beautification & External Development at Mohen-Jo-Daro (UNESCO World Heritage Site)

The Planning, Development, Monitoring & Implementation Cell of the Culture, Tourism, Antiquities & Archives Department, Government of Sindh, Karachi, is procuring consultancy services for a significant heritage project. The assignment involves hiring a consultant for the preparation of a Master Plan, up-gradation of the Museum, Rest House, and beautification along with external development at the Mohen-Jo-Daro site, a UNESCO World Heritage Site. This project is under ADP No. 69 (UID CTAANPP-25-0001) for the financial year 2026-27. Items being procured: - Preparation of Master Plan - Up-gradation of Museum - Up-gradation of Rest House - Beautification and External Development at Mohen-Jo-Daro The consultancy scope includes detailed planning and design services to enhance the cultural and tourism value of this historic site. The consultant will be responsible for comprehensive development plans that respect the heritage status while improving visitor facilities and site aesthetics. The project demands expertise in heritage conservation, urban planning, and tourism development. Eligible firms must have relevant registration, experience, and technical capability as per Sindh Public Procurement Rules, 2010 (amended). The procurement follows a Quality & Cost Based Selection (QCBS) method. The RFP fee is Rs. 10,000 payable via Pay Order or Demand Draft in favor of the Executive Engineer, PDM&I Cell, CTA&AD, Government of Sindh. Bid security of Rs. 7,500,000 is required in the form of Pay Order/Demand Draft/Bank Guarantee from a scheduled bank. Electronic proposals must be submitted through SPPRA EPADS by 11:00 AM on 11th August 2026. Manual proposals are not accepted. The original bid security and one hard copy of the proposal, duly signed and stamped, must be delivered to the Executive Engineer’s office at the Culture, Tourism, Antiquities & Archives Department, Government of Sindh, Karachi, before the proposal opening time. Technical proposals will be opened at 11:30 AM on the same day.
