Tender Description
Idara-e-Taleem-o-Aagahi (ITA), operating under the Pakistan Literacy Project (PLP) in partnership with Room to Read, is seeking qualified data collection and research agencies to conduct the She Creates Change (SCC) Pilot Evaluation 2026 across Punjab and Sindh provinces. This tender is specifically issued by ITA based in Lahore, Punjab.
Items being procured:
- Quantitative and qualitative field implementation
- Field planning
- Enumerator training
- Data collection
- Quality assurance
- Transcription
- Translation
- Submission of complete datasets and fieldwork outputs
The scope of work involves comprehensive field activities including planning, training enumerators, collecting and assuring the quality of data, and managing transcription and translation tasks. Agencies must be capable of handling large-scale education research projects, mixed-method evaluations, and digital data collection techniques. The evaluation covers two major provinces, Punjab and Sindh, requiring agencies to have operational capacity in these regions.
Eligible bidders should have proven experience in education research and data collection, preferably with prior involvement in similar large-scale evaluations. Registration with FBR and ATL, along with relevant technical expertise, will be advantageous. The tender emphasizes quality and timely submission of technical and financial proposals.
The deadline for submission is **18th July, 2026**. Proposals must be submitted to the address: 12, Sharif Colony, Iftikhar Ahmad Malik Road, Canal Park, Gulberg 2, Lahore. For clarifications, bidders may contact via email at talha.iftikhar@itacec.org within 5 days of tender publication. The contact phone number is 042-3571107-9.
A practical tip for bidders: Ensure your technical proposal clearly demonstrates your agency's experience with mixed-method evaluations and digital data collection, as this is a critical evaluation criterion. Also, submit your queries early within the 5-day window to avoid last-minute clarifications that could delay your proposal preparation.
