Tender Description
Punjab Central Business District Development Authority (PCBDDA) Lahore is procuring consultancy services for the Design, Build, Finance, Own, Operate & Maintain (DBFOOM) project titled NSIT Pulse. This project involves a comprehensive approach where the selected firm will be responsible for the entire lifecycle of the project including design, construction, financing, ownership, operation, and maintenance. The scope demands a firm with strong technical and financial capabilities to deliver a sustainable and efficient infrastructure solution in Lahore.
The technical scope includes detailed design and engineering, construction management, financial structuring, operational management, and long-term maintenance of the NSIT Pulse project. Bidders must demonstrate relevant experience in similar DBFOOM projects, possess valid PEC registration in the appropriate category, and be registered with FBR and ATL. The project requires firms with proven track records in handling complex infrastructure projects with integrated financial and operational responsibilities.
The original submission deadline has been extended to July 3, 2026, with proposal submission and opening scheduled on the same day at 12:00 PM and 12:30 PM respectively. Interested bidders should submit their technical and financial bids in accordance with the tender documents available on the PCBDDA website. Earnest Money and CDR requirements must be strictly followed as per the tender instructions.
A practical tip for bidders is to ensure all financial and technical documents are complete and compliant with the tender requirements before submission. Late or incomplete bids will be rejected. Early preparation and thorough review of the DBFOOM model and financial proposals will enhance the chances of success in this competitive tender.
