Tender Description

The Irrigation Department Government of Balochistan invites reputed consulting firms to provide consultancy services for the design review and resident construction supervision of the Mashkel Dam project located in Washuk. This assignment requires firms with strong expertise in dam and civil works to ensure the project meets all technical and regulatory standards. Items being procured: - Design Review Services - Resident Construction Supervision Services The scope includes survey, design, preparation of construction drawings, and supervision services on a war footing basis to meet the project timelines as per Government of Balochistan and client requirements. The consultant must ensure timely delivery and adherence to quality standards, with any delays subject to legal action and penalties. Eligibility criteria are stringent: firms must have valid Pakistan Engineering Council (PEC) registration in relevant dam and civil works categories including 1201, 1203, 1204(i), 1205, 1206, 1207, 1215(ii). Valid Income Tax and Sales Tax registration and presence on the Active Taxpayer List are mandatory. Firms should demonstrate an average annual turnover of at least Rs. 600 Million over the last three years and a minimum of 15 years' experience in dams, hydropower, irrigation, or major water resource projects. Additionally, firms must have successfully completed at least three consultancy assignments of large dams or comparable hydraulic infrastructure, including one with a consultancy contract value of PKR 300 million or above. Bid security of 2% of the quoted cost in the form of CDR or Bank Guarantee from a scheduled bank is required. Performance security of 10% will be demanded as per B-PPRA guidelines. Affidavits on Rs. 100 stamp paper attested by an Oath Commissioner confirming no blacklisting, no contract rescindment, and litigation history or no litigation must be submitted. The consultant must also submit original CDR/Bank Guarantee, authority letter, and bid submission letter duly signed and stamped to the Project Director's office by the due date. The selection will follow B-PPRAs Single Stage Two Envelope bidding procedure under Quality and Cost Based Selection (QCBS). All federal and provincial taxes must be considered in financial proposals. Technical and financial proposals must be submitted electronically through the B-PPRA E-Bidding System by **14th September, 2026 till 12:00 pm**. Financial proposals of technically non-responsive firms will be rejected. Interested firms may download the RFP document from the BPPRA website www.bppra.gob.pk. A practical tip for bidders: Ensure your PEC registration categories and turnover documents are fully updated and verifiable, as these are critical for eligibility and will be strictly scrutinized during technical evaluation.
