Consultancy Services for Feasibility Study and Development, Improvement, Rehabilitation of Infrastructure for Up-Gradation of Pakistan Forest Institute to Degree Awarding Institute

The Pakistan Forest Institute, Peshawar, under the Government of Khyber Pakhtunkhwa's Climate Change, Forestry, Environment and Wildlife Department, invites sealed proposals from reputed, financially sound, and technically capable consultancy firms or government institutions for a comprehensive feasibility study and the development, improvement, and rehabilitation of infrastructure for the up-gradation of the Pakistan Forest Institute to a Degree Awarding Institute (DAI). This assignment is being procured under the Quality and Cost Based Selection (QCBS) method, following a Single Stage, Two-Envelope bidding procedure as per KPPRA rules. Items being procured: - Consultancy Services for Feasibility Study(s) and Development / Improvement / Rehabilitation of Infrastructure for Up-Gradation of Pakistan Forest Institute to Degree Awarding Institute (DAI) The technical scope includes conducting a detailed feasibility study, preparing recommendations for infrastructure improvement, and providing a roadmap for the up-gradation of the institute to university status. The assignment duration is six months from the date of signing the agreement. Eligible bidders must be consultancy firms or government institutions registered with FBR, KPRA / KPPRA, and PPRA as active taxpayers, with recognized expertise in academic or institutional reforms or upgradation of institutions to DAI or university status, and at least five years of experience in similar studies. A Call Deposit Receipt (CDR) equal to two percent of the bid amount in favour of the Project In-charge is required as bid security. The RFP document is available free of cost from 23rd October 2026 on the KPPRA, PFI Peshawar, and CCFE&WD websites, or in hard copy from the Project In-charge office. The pre-bid meeting will be held on 13th November 2026 at 1100 hours at PFI, Peshawar. The last date and time for submission of bids is 23rd November 2026 up to 1100 hours, through EPADS and in hard form. Technical bids will be opened on the same day at 1200 hours in the presence of bidders or their representatives. A practical tip: Ensure that both your Technical and Financial Proposals are identical in content and submitted both through EPADS and in hard copy, as discrepancies or missing bid security will result in disqualification.
