Tender Description
The Irrigation Department of Balochistan invites bids for consultancy services from reputed consulting firms for the design review and resident construction supervision of the Mashkel Dam project at Washuk. This assignment is under the B-PPRA Online E-Bidding System and aims to ensure expert oversight and quality assurance during the dam's construction phase.

- Resident construction supervision
The scope includes design review, supervision of construction activities, and ensuring compliance with technical and legal standards. The project involves construction of dams, hydropower structures, irrigation, and major water resource projects. The consultant must have at least 15 years of experience in similar projects and must be registered with Pakistan Engineering Council (PEC) in relevant categories (200, 1205, 1206, 1207, 1215). Firms must also be on the Active Taxpayer List with valid Income Tax and Sales Tax registration.
Eligibility criteria require a minimum average annual turnover of Rs. 600 million during the last three years. The consultant must have successfully executed at least 3 consultancy assignments of large dams, reservoirs, or comparable hydraulic infrastructure, including at least one completed/substantially completed assignment with a consultancy contract value of PKR 300 million or above. Bid security of 2% of the quoted cost in the form of CDR or Bank Guarantee from a scheduled bank is mandatory.
The consultant must submit a technical and financial proposal through the B-PPRA E-Bidding System by 14th September 2026 at 12:00 pm. The technical and financial proposals must be submitted electronically. Single Stage Two Envelopes bidding procedure will be adopted under Quality and Cost Based Selection (QCBS). Financial proposals of technically non-responsive firms will be considered null and void.
Applications without complete information will not be considered. The consultant will be selected in accordance with B-PPRA Rules and guidelines. The consultant must have financial capability and highly qualified staff. Consultants may associate to enhance their qualification. Screening of eligible consulting firms will be carried out on the basis of information provided in the technical proposals.
A practical tip for bidders: Ensure your firm's PEC registration and tax documentation are fully up to date and clearly included in your submission to avoid disqualification during the technical evaluation phase.
