Development of Mobility Platform for Catapult Facility

Heavy Industries Taxila (HIT) invites sealed bids for the Development of Mobility Platform for Catapult Facility located at Taxila Cantt, Punjab. This procurement is managed by the Supply Chain Management Directorate of HIT Taxila. The tender requires eligible manufacturers, authorized dealers, distributors, or firms with valid National Tax Number (NTN) and Sales Tax Registration to participate. The procurement follows PPRA and Ministry of Defence Production rules. Items being procured: - Mobility Platform for Catapult Facility (1 Nos) with specifications including Model FTS34 4x4 or equivalent, Torque 706 Nm (72 Kg-m), Gross Vehicle Weight 14,000 Kg, Displacement 7790 CC, Max Output 240 PS @ 2400 RPM, 6 Cylinder 4 Cycle Diesel Engine with Turbocharger and Intercooler, 6 Speed Manual Transmission, Wheel Base 4250 mm, Overall Length 7405 mm, Overall Height 2935 mm, Ground Clearance 245 mm, Turning Radius 86 m, Fuel Tank 200L, Horse Power 240 PS @ 2400 RPM. The technical scope includes supply, installation, and commissioning of the mobility platform with integration at user premises within 3 months after contract signing. Warranty and after-sales service are provided for 1 year after issuance of CRV/CRC. Export-grade packing and handling instructions are specified. The supplier must provide OEM certificates, quality certifications, and comply with technical specifications as per Annexure G. Eligibility criteria require firms to be registered with HIT or provide valid agency agreements, have FBR/ATL registration, and demonstrate experience with government or semi-government organizations. Firms must submit audited financial reports for the last 3 financial years, bank statements, CNIC copies, and a judicial certificate confirming no blacklisting. Bid security in the form of CDR, Bank Draft, or Pay Order is mandatory. Key dates include bid submission by 18 August 2026 at 10:30 hours and bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Bids must be submitted in two envelopes: Technical Proposal with muted bid security and Financial Proposal with actual bid security. Postal order of Rs 2000/- must be enclosed with the Technical Bid. A practical tip for bidders: Ensure all mandatory documents including the bid security, registration certificates, and signed checklists are complete and attached as per instructions.
