Tender Description
The Ministry of Information & Broadcasting, Government of Pakistan, invites proposals from national reputable television channels, production houses, and drama producers for the development and production of a historical television drama series based on the life, legacy, political struggle, and vision of Muhammad Ali Jinnah (Quaid-e-Azam) and Muhammad Iqbal (Allama Dr. Muhammad Iqbal).
The project commemorates the 150th Birth Anniversary celebrations of these two great national leaders, aiming to present their intellectual contributions, political leadership, and enduring vision that led to the creation of Pakistan. The drama series should portray:
- The Human Dimensions of Muhammad Ali Jinnah: A human-centered portrayal of Jinnah's early life and London years, his marriage and loss of Ruttie Jinnah, Fatima Jinnah's unwavering support, and his personal struggles with health, loneliness, leadership, and political challenges.
- The Intellectual & Personal Journey of Allama Muhammad Iqbal: A human-centered portrayal of Iqbal's formative years, European intellectual evolution, personal struggles, spiritual journey, poetic inspiration, and his final years of correspondence with Jinnah and unwavering belief in his leadership.
The series is envisioned as a multi-season historical biographical project, with the current proposal focusing only on the first season.

- Profiles and experience of key creative/production team including Producer, Director, Showrunner, Head Writer, Historical Consultants, Production Designer, DOP, VFX Supervisor, Music Composer
- Historical research methodology, archival sources, biographies, records, and subject experts
- Quality assurance mechanism covering scripts, production, post-production, and final delivery
- Target markets, broadcasters/OTT platforms, language adaptation, international marketing/distribution strategy
- Required deliverables including Research Report, Concept Note, Episode-wise Synopses, Complete Scripts, Production Schedule, Marketing & Distribution Plan, Final Masters, subtitles/dubbing, risk mitigation plan
- Proven ownership/operation of a tier-one satellite TV network with international feeds (UK, USA, Middle East)
- Established in-house film production/distribution wing with verifiable national and international track record
- Proven experience in international productions/joint ventures and ownership of a proprietary digital streaming platform with an active subscriber base
- Writer/director profiles, detailed cost estimates, complete production/distribution plan
- Valid SECP/NTN/GST documents for bidders
- Declaration regarding originality and ownership of script/screenplay
- Authorized representative's contact details, identification documents, and producer/company profile
Eligibility includes proven experience in high-quality production, valid registration documents, and capability to meet the detailed requirements.
