Development of Takato Natural and Recreation Park Killi Fazal Bostan

The Executive Engineer Urban Planning & Development Department Quetta Division Quetta invites bids from eligible bidders for execution of development works for the year 2026 based on composite schedule rates 2023 on percentage rates. Items being procured: - Development of Takato Natural and Recreation Park Killi Fazal Bostan with an estimated cost of Rs. 199,000,000. Procurements shall be made under the Balochistan Public Procurement Rules – 2014. Eligibility of bidders requires presence in Active Tax Payer List, no blacklisting by any procuring agency or Pakistan Balochistan Revenue Authority Registration. Bidders must have completed 2 assignments of similar nature with a minimum turnover of Rs. 139,300,000 in 1 subsequent previous year, showing financial capacity with PEC C-4 and above (up to 200 million) in relevant category and specialized code CE01-(I) (Road and Pavements Drainage & Retaining Structure). Bidders must provide affidavit confirming no conflict of interest, no blacklisting, no major litigation or nonperformance in last 5 years, and no failure to sign contract in Pakistan or internationally. Bidders must have undertaken/completed at least 3 projects (≥80% similar activities; maintenance, patchwork & rehabilitation excluded), each costing ≥50% of estimated cost, within last 5 years. No subletting/subcontracting allowed unless bidder has completed 3 building projects within last 5 years, each valued at ≥50% of estimated cost, demonstrating adequate equipment and human resource capacity. Subletting/subcontracting experience shall not be accepted. Bid security of 3% of bid amount in form of Bank Guarantee or Deposit at Call is required. Bids must be submitted electronically latest by 26 August 2026 at 11:00 AM through supplier dashboard. Tender opening will be same day at 10:00 AM on EPPS System at New Zarghoon Road Quetta.
