Tender Description
The National Cyber Emergency Response Team (NCERT), Islamabad, under the Ministry of Information and Technology, is procuring a comprehensive range of digital forensics and screening hardware and software solutions to support the Cyber Security for Digital Pakistan initiative. This procurement is specifically for the Directorate of Labs at NCERT Headquarters located in Block-L, Pakistan Secretariat, Islamabad. The scope includes advanced hardware such as macOS computing devices, forensic workstations, forensic servers, password cracking systems, high-quality HDMI cables, label printers, productivity software suites, firmware extraction tools, Faraday cages, RF calibration infrastructure, photo-stations, ESD flooring, mobile application security testing tools, network traffic capture and analysis tools, X-ray machines, portable signal analyzers, function generators, RF diagnostic tools, portable SSD storage, managed network switches, enterprise routers, network hubs, hardware firewall appliances, network cables, mobile phones for testing, cleanroom facilities, general purpose servers, and flash programmers.
The technical scope demands OEM-branded, enterprise-grade equipment with detailed specifications including processor types, memory capacities, storage configurations, networking capabilities, and warranty and support commitments. Installation, configuration, commissioning, and integration into existing systems are mandatory. Bidders must be registered with the FBR, on the Active Taxpayer List, and pre-qualified by the Ministry of Information Technology and Telecommunication. They must submit bids electronically via the EPADS v2.0 system, including scanned bid security and original bid security instrument of PKR 1 million submitted physically before the deadline.
Eligibility requires valid NTN and GST registration, experience in IT business and after-sales support for at least three years, and local presence or authorized representation in Pakistan. The procurement follows the Single Stage-Single Envelope bidding procedure with item-wise technical evaluation and financial comparison. The deadline for bid submission and opening is **May 4th, 2026 at 11:00 AM** and 11:30 AM respectively. Bidders are advised to register on EPADS v2.0 well in advance and ensure timely submission of original bid security to avoid disqualification.
A practical tip for bidders is to carefully prepare the compliance matrix with exact make, model, and part numbers for each item, ensuring all mandatory documents including affidavits, financial statements, and OEM authorizations are complete and submitted as per instructions. This will help avoid common pitfalls such as incomplete bids or non-compliance leading to rejection. Strict adherence to timelines and submission protocols is critical for success in this tender.
