Hiring of Digital and Social Media Content Development Firm

The Islamabad Healthcare Regulatory Authority (IHRA) is seeking to hire a reputed digital and social media content development firm based in Islamabad. This procurement is specifically for the creation of high-quality digital content including 4K/Ultra HD video production, script writing, podcast production and management, and content development for IHRA's social media platforms. The scope of work requires a firm with proven expertise in digital media services, capable of delivering professional and engaging content to enhance IHRA's outreach and communication efforts. Eligible firms must be active taxpayers listed on the FBR's Active Tax Payers List and maintain a functional office in Islamabad. A minimum of three years' experience in digital/media services is mandatory, along with a professional team of at least 15 staff members. Firms should demonstrate financial stability with an average turnover of PKR 75 million over the last three years and a net worth of PKR 20 million. Submission of CVs for at least two senior team members and the focal person assigned to IHRA is required. Blacklisted firms by any government organization will be disqualified. The pre-qualification proposals must be submitted in hard form to the IHRA office located at 3rd Floor, PRCS Building, Sufi Tabasum Road, H-8, Islamabad by 21 May 2026 at 12:00 hours. Proposals will be opened the same day at 12:30 hours. IHRA reserves the right to reject any or all proposals as per PPRA Rule-33 before acceptance. Selected firms will be hired on an as-and-when-required basis under an open framework agreement, with separate contracts for each assignment.
