Tender Description
The Punjab Cattle Market Management and Development Company (PCMMDC) is undertaking a major digital transformation project across 114 cattle markets in Punjab. This initiative supports the Government of Punjab’s Digital Punjab and Cashless Pakistan visions, aiming to create an integrated digital livestock ecosystem. The project focuses on enhancing fee collection transparency, maximizing financial inclusion for rural stakeholders, and eliminating cash-related transactions in these markets.
The scope includes the design, development, and maintenance of an E-Ticketing Platform with multilingual mobile applications and a centralized web management portal. It also involves deploying a QR Verification and Anti-Fraud Engine for instant receipt validation and multi-channel payment reconciliation. The infrastructure must support a high-capacity cashless collection system accommodating Raast QR codes, account transfers, IBFT, mobile wallets, and conventional banking. On-ground operations require trained personnel to facilitate customer service booths and instant debit card issuance. Merchant and contractor enablement will provide dedicated bank accounts and unique QR codes for market stakeholders. Additionally, the project includes farmer financial inclusion and credit solutions tailored for livestock farmers, breeders, and traders.
Applicants must hold valid operating licenses from relevant regulatory authorities and demonstrate strong commercial presence, infrastructure capability, and network across Punjab. The project will be executed on a Build-Operate-Transfer (BOT) framework with no software development cost to PCMMDC.
