Tender Description

The 220 KV Grid Station Shahibagh Peshawar under the National Grid Company (NGC-Islamabad) invites bids for the dismantling of a 220/132 KV, 160 MVA Auto Transformer T-4 located at the 220 KV Grid Station Shahibagh Peshawar. This procurement is for non-consultancy services specifically for dismantling works to facilitate safe shifting and transportation of the transformer to the PTESU workshop in Lahore. The scope includes complete draining and removal of transformer oil into owner-approved tanks, dismantling of lightning arrestors, HV and LV transformer bushings with associated fittings, neutral and tertiary bushings, conservator tank and related equipment, OLTC operating mechanism, marshalling box, control panel cable connections, and other auxiliary equipment as per shifting requirements. All openings must be properly packed with blind plates, and HV/LV bushes must be safely packed in boxes. The contractor is responsible for segregation, identification, packing, protection, and safe stacking of dismantled components at the designated location. Specialized tools, plant, machinery, expert technicians, PPE, barricading, fire protection, and oil spill control are mandatory throughout the work. A dismantling inventory, photographs, and completion report must be prepared and submitted. Items being procured: - Complete draining/removal of transformer oil into owner approved tanks - Dismantling of lightning arrestor + HV, LV transformer bushings including associated fittings and terminal connections - Dismantling of neutral and tertiary bushings and associated connections - Dismantling of conservator tank, Bucholz relay oil level indicator, breather assembly and associated fittings - Dismantling of OLTC operating mechanism and associated fittings - Dismantling of marshalling box, control panel cable connection, gauge and auxiliary equipment as per shifting requirement - Provision and packing of all openings with proper blind plates - Packing/boxes provision for safe placement of HV/LV bushes - Segregation, proper identification, packing/protection and safe stacking of dismantled components at designed location - Provision of specialized T&P and machinery and expert technician for the dismantling job - Provision of PPE, barricading, fire protection, oil spill control and all necessary safety arrangements throughout the work - Preparation and submission of dismantling inventory, photograph and completion report The contractor must have experience with dismantling transformers of 160 MVA rating and provide details of relevant completed works including client name, location, transformer rating, nature of work, and completion certificate. The contract duration is 27 days with a fixed price in PKR. Bids must be submitted online through EPADS v2.0 by Wednesday, October 7, 2026 at 10:30 AM. Manual submissions will not be entertained. The bid security must be submitted in original form to NGCP Khazana Road, Peshawar. Technical and financial bids will be opened on the same day at 11:00 AM on EPADS. The procurement method is Single Stage One Envelope using Least Cost Based Selection (LCBS). Bidders are advised to carefully review the bidding documents and ensure compliance with all requirements including safety, PPE, and technical specifications.
