Disposal of Unserviceable Scrap Items at LESCO Regional Stores

Lahore Electric Supply Company (LESCO) invites bids for the disposal of unserviceable and scrap items lying at its Regional Store Shalamar and Fazaiya Store in Lahore. This procurement is managed by the Chief Engineer (Material Management) at LESCO HQ, Lahore. The disposal is conducted on an 'As is Where is' basis, allowing interested bidders to inspect the scrap materials during office hours on working days. Items being procured: - Miscellaneous Disc Insulator (Qty: 12,761 and 4,000 units at two locations) - Dismantled Tower Material U/S Iron including Earth wire, Hook, Socket, Arking, Damper etc. (Qty: 415,000 kg and 1,000,000 kg across multiple lots) The scrap materials are located at LESCO Stores in Chichokimallian and Fazaiya Store. The scope includes lifting and removal of scrap at the bidder's own cost, including transportation and labor. Bidders must comply with LESCO's safety protocols and provide PPE to laborers. The lifting period is 21 working days from issuance of the Work Order, with penalties for delays. Sub-contracting is not allowed. Payment must be made 100% within 21 working days of Letter of Acceptance issuance. Bidders must be registered with FBR, active on the ATL, and provide fixed bid security as per the bidding documents. The bidding follows a Single Stage One Envelope procedure under PPRA Rules 2004, amended through E-PADS version 2.0. The bid security must be submitted in acceptable forms and valid for 30 days beyond bid validity. The successful bidder must accept the LOA and deposit the remaining amount within 21 working days or face forfeiture and blacklisting. The disposal process strictly prohibits excavation or use of LESCO property for personal purposes.
