Tender Description
The Rawalpindi Cantonment Board under the Military Lands and Cantonments Department is inviting electronic bids for the disposal of unserviceable store items on an 'As Is Where Is' basis through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0. This procurement is specifically for Rawalpindi city and involves items such as old furniture including tables and chairs, air coolers, electrical accessories, used tyres, scrap material, iron windows, wooden doors, and other unserviceable store items. The disposal process is in accordance with the Public Procurement Regulatory Authority (PPRA) Rules, 2004.
Bidders must be registered on EPADS Version 2.0 and also be registered with the Federal Board of Revenue (FBR) appearing on the Active Taxpayer List (ATL). The auction will remain open until 07 July 2026 at 2:00 PM, with electronic bids opened at 3:30 PM on the same day. A bid security of Rs. 400,000 in the form of a Pay Order, Bank Draft, or Call Deposit Receipt (CDR) is required, payable to the Cantonment Executive Officer, Rawalpindi Cantonment Board. The original bid security must be submitted before the bid submission deadline. The successful bidder must deposit 33% of the total auction amount immediately upon acceptance and the remaining amount within seven days of the approval letter issuance.
The auctioned materials must be lifted within fifteen days after full payment. The auction is strictly on an 'As Is Where Is' basis, with no guarantees on quality or usability. Firms or individuals blacklisted by Rawalpindi Cantonment Board or any government/semi-government organization are ineligible. All applicable taxes and duties must be borne by the successful bidder.
A practical tip for bidders is to ensure timely registration on EPADS and submission of the original bid security instrument before the deadline to avoid disqualification. Careful review of the auction items list and readiness to arrange transportation and removal at own cost is essential for a smooth process.
