Tender Description
The Non Timber Forest Products Khyber Pakhtunkhwa Forest Department invites bids through the E-PAD system (EPADS) for the project titled 'Diversifying Livelihood Opportunities Through Value Chain Development of High Values Chilghoza Pine Forest in Khyber Pakhtunkhwa' with Project Code No. 220053. This procurement is specifically for Chilghoza Cone Collection Kits with an estimated quantity of 2093 Nos. The call deposit required is 2% of the bid value, and the time of completion will be as per the work order.

Bidders must be registered with the E-Pak Acquisition and Disposal System (EPADS), Khyber Pakhtunkhwa Revenue Authority (KPRA) with active status, and Federal Board of Revenue (FBR) with NTN active status. Sufficient experience as manufacturers, importers, authorized dealers, or general order suppliers is required.
The bidding documents can be downloaded from the official EPADS website (https://eprocure.gov.pk/). Tender forms must be filled neatly and clearly, and a scanned copy uploaded at the time of bid submission through E-PADS. Sealed bids along with a tender form fee of Rs. 1500/- must be sent via registered mail or courier to the undersigned by 11:00 am on 03/09/2026. The tender opening will be at 11:30 am on the same day in the presence of contractors or authorized representatives. In case of holidays or unavoidable circumstances, the tender will be opened the next day at the same time.
Earnest money of 2% in the shape of call deposit (original) must be attached with the tender documents. Stamp duty of Rs. 18,750/- should be deposited separately as per government rules. Incomplete or late bids will not be entertained. The procuring entity reserves the right to accept or reject any bid as per KPPRA rules. All relevant taxes will be deducted as per government regulations.
The supply of items will start immediately after issuing the work order and signing the agreement. Non-supply will lead to contract cancellation and forfeiture of security/earnest money. Quoted rates will remain valid until 30 June 2027, and market price fluctuations will not affect the quoted rates. All technical specifications and general conditions are furnished in the bid solicitation documents available on the EPADS website.
Bidders are advised to carefully follow the single-stage two-envelope bidding procedure, ensuring separate envelopes for Technical and Financial proposals as per KPPRA Rules 2014. Timely submission and compliance with all terms will enhance chances of success.
