DoS/DDoS Protection Service for Government of Pakistan Websites

The National Telecommunication Corporation (NTC) Islamabad invites electronic bids for the provision of DoS/DDoS Protection Service for Government of Pakistan websites for a period of three years. This procurement covers comprehensive cybersecurity services including hardware, software, licenses, and all associated components necessary to ensure full functionality and operational readiness of the protection system. The scope includes regular subscription services with features such as always-on DDoS protection, global scrubbing, BGP diversion, GRE tunneling, real-time mitigation, and clean traffic delivery with guaranteed bandwidth. Occasional subscription services for additional bandwidth, CPU, RAM, and storage will be acquired on an as-needed basis. The service must guarantee 99.99% uptime with penalties for downtime, and the contractor is responsible for routing domestic traffic locally with robust protection mechanisms. Eligible bidders must be registered with active Income Tax and Sales Tax status, have relevant experience in supplying and commissioning DoS/DDoS protection systems in public or reputable private sectors, and be authorized by the original mitigation service provider. An undertaking on judicial paper is required to confirm no blacklisting and no linkage with India or Israel. Valid documentary proof for all eligibility criteria must be submitted with the bid. The tender documents are available on EPADS (www.eprocure.gov.pk) and bids must be submitted electronically through this platform by 1100 hours on June 9, 2026. Original bid security of PKR 2,500,000 must reach the NTC office in Islamabad before the deadline. Manual or late submissions will be rejected. The bid opening will occur at 1130 hours the same day at NTC HQ, G-5/2 Islamabad.
