Dualization and Operation & Maintenance of Chiniot Sargodha Road including Operation & Maintenance of Faisalabad Chiniot Road

The Communication and Works Department, Government of Punjab, invites sealed bids from qualified and experienced private sector entities for a Public Private Partnership (PPP) project under Build Operate and Transfer (BOT) mode as per Punjab PPP Act, 2025 and Punjab PPP Rules, 2025. The project involves the dualization and operation & maintenance of Chiniot Sargodha Road including operation & maintenance of Faisalabad Chiniot Road. Items being procured: - Dualization of Chiniot Sargodha Road as per bidding documents Vol-III - Operation & Maintenance of newly constructed road from Faisalabad (Sahianwala Interchange) to Chiniot Road - Routine and periodic maintenance - Asset management - Road safety measures - Toll operations - Emergency response services - Cleaning and upkeep of verges, medians & plantation - Compliance with environmental, social, and safety standards for 27 years The scope covers a construction period of 2 years and a concession period of 27 years. Bidders must submit two separate sealed envelopes: Envelope A for Technical Proposal and Envelope B for Financial Proposal, which will be opened sequentially. Eligibility criteria include valid registration with SECP or Registrar of Companies, Pakistan Engineering Council registration, proven experience in road construction, operation and maintenance or infrastructure management, financial capacity, and no history of blacklisting by government agencies. Detailed criteria are in the bidding documents. A pre-bid meeting will be held on 24.09.2026 at 1100 hours at C&W Camp Office, Road Research & Material Testing Institute (RR&MTI), Canal Road, Lahore. Deadline for bid submission is 19.10.2026 at 1400 hours, with bids to be delivered in sealed envelopes to the Office of the Additional Secretary (Technical-III), Communication and Works Department, Old Anarkali, Lahore. Bid security of PKR 200 Million is mandatory. Bids will be opened on 19.10.2026 at 1430 hours in the presence of bidders' representatives at the same office. Late bids will be rejected. The implementing agency reserves the right to accept or reject any bid without assigning reasons.
