Tender Description
The Military Lands & Cantonments Department through Walton Cantonment Board Lahore invites bids from well-experienced contractors/firms for Solid Waste Management Services within the jurisdiction of Walton Cantonment Board, Lahore. The contract is for a minimum period of three years with a focus on providing comprehensive solid waste management services including collection, transportation, and safe disposal of municipal solid waste from various sectors of Walton Cantonment Board. The scope of work includes cleaning of roads, nullahs, open areas, removal of horticulture waste, dead animals, debris, and other municipal waste, maintenance and cleanliness of designated rubbish/waste collection points, complaint registration and resolution, and provision of all required equipment, machinery, vehicles, fuel, manpower, tools, accessories, and PPE for satisfactory execution. The contract will be strictly governed by a Performance-Based Service Model with prescribed KPIs and key performance indicators.
Items being procured:
- Collection, transportation and safe disposal of municipal solid waste
- Cleaning of roads, nullahs, open areas and removal of horticulture waste, dead animals, debris
- Maintenance and cleanliness of designated rubbish/waste collection points
- Complaint registration, response and resolution services
- Provision of equipment, machinery, vehicles, fuel, manpower, tools, accessories, PPE
The contract is output-based and requires bidders to have a minimum of three years proven experience in similar services and registration with relevant Inland Revenue Department/Tax Authorities. Bids shall be submitted electronically through EPADS 2.0 under the Single Stage – Two Envelope procedure. Technical and Financial proposals must be submitted separately. Bid security in the form of CDR is required as per sector details provided. The contract period is 180 working days from bid opening with possible extension on mutual consent.
Key dates include submission deadline on 21-09-2026 by 03:00 PM. Bidders must submit bid security physically to CB Office at the time of technical bid opening. The detailed RFP including instructions, ToRs, evaluation criteria, draft contract, and annexures are available on PPRA E-PADS portal. All taxes will be deducted as per government policy. Walton Cantonment Board reserves the right to reject any or all proposals under Rule 33 of PPRA Rules, 2004.
