Tender Description
This tender invites qualified IT firms in Karachi to design, develop, deploy, and maintain a national e-commerce marketplace specifically for the gems and jewellery sector under the Pakistan Gems and Jewellery Development Company (PGJDC). The procurement falls under IT Software & Licenses category and is scheduled for FY 2025-26.
The scope covers the full software lifecycle including requirement analysis, system design, development, testing, deployment, security audit, training, and post-launch support. The platform will feature a scalable microservices architecture with multilingual and multi-currency support, integration with local and international payment gateways, logistics APIs, and a comprehensive admin panel. Mobile applications for Android and iOS are also required. The cloud infrastructure must support 100,000 concurrent users with high availability and security compliance including PCI-DSS and FBR tax integration.
Bidders must meet eligibility criteria including minimum 5 years of enterprise web development experience, at least 2 completed e-commerce projects, valid NTN and GST registration, and no blacklisting. PEC category is not applicable as this is a services contract. Compliance with FBR and ATL requirements for tax and registration is mandatory for FY 2025-26.
Submission deadline is on the 7th of April 2026 at 11:00 AM with bid opening at 11:30 AM via the EPADS v2.0 online portal. The physical submission of bid security is required at PGJDC's office located at Ground Floor, PIDC House, Dr. Ziauddin Ahmed Road, Karachi. Bids must be submitted online only; manual submissions will be disqualified.
