Tender Description
This tender invites bids for the establishment of fully equipped E-Libraries at Civil Court Samaro and Kunri, Umerkot, under the District and Sessions Court. The procurement covers hardware, installation, and software setup, including desktops, printers, networking devices, furniture, and subscriptions to legal databases. The project aims to modernize court facilities by providing digital resources and comfortable workstations for legal professionals and visitors. The E-Libraries will be installed at the Judicial Complex, King Akbar Road, Umerkot, ensuring accessibility and enhanced legal research capabilities.
The scope includes supply and installation of Intel Core i5 14th Gen desktops with 16 GB RAM and 512 GB SSD, HP LaserJet all-in-one printers, TP-Link routers supporting Wi-Fi 6, ergonomic furniture with laminated tables and revolving chairs, and a 50-inch TCL Smart 4K UHD TV. Yearly internet service and subscriptions to Pakistanlawsite and PLJ Online are also included. The supplier must ensure quality cabling, setup, and a minimum one-year warranty on all equipment. The project requires delivery and installation within 30 days from purchase order issuance.
Bidders must be registered with relevant tax authorities, hold an active taxpayer status on the FBR ATL, and comply with the 2025-26 fiscal year requirements. PEC registration is advised for technical credibility. Earnest Money of PKR 48,000 in the form of a bank draft or pay order is mandatory. The tender fee of PKR 1,000 is non-refundable and payable via the SPPRA ePAD system. Bidders should ensure all documents, including NTN, GST, and vendor numbers, are valid and submitted as per the bidding instructions.
The submission deadline is set for 9th February 2026 at 10:00 A.M., with technical bids opening at 10:30 A.M. on the same day at the office of the Senior Civil Judge/Assistant Sessions Judge-II, Umerkot. Bids must be submitted electronically through the SPPRA e-Procurement (ePAD) system and physically delivered before the deadline. Late or incomplete bids will be rejected. The procurement committee reserves the right to accept or reject any bid in accordance with SPPRA rules.
