Tender Description
The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi, invites eligible bidders to participate in the procurement of Elevator Supply, Installation and Commissioning Services for its facilities in Mirpurkhas and Shahdadpur for the fiscal year 2026-27. This tender is conducted under Rule-46 (2) Single Stage Two Envelope Procedure through the E-Pak Acquisition and Disposable System (EPADS).
Items being procured:
- Lot 1: Supply, installation, testing, commissioning of two (2) brand-new 2000 kg capacity bed elevators for Mirpurkhas site with 4 stops (G, 1, 2, 3), machine room type, imported machine base, cabin and walls in hairline stainless steel 304, equipped with VVVF side-opening door operator, TFT and LCD displays, auto rescue device, and full compliance with EN 81-20/50 or equivalent international safety standards.
- Lot 2: Supply, installation, testing, commissioning of one (1) brand-new 2000 kg capacity bed elevator for Shahdadpur site with 2 stops (G, 1), similar technical specifications and compliance as Lot 1.
The scope includes all allied mechanical and electrical works, transit insurance, import documentation, load management, cable containment, and cabling from LT Panel/SMDB to elevator power supply system. Installation works include scaffolding, core cutting, filling/cutting at door openings, on-load testing at multiple load levels for a minimum of 24 hours, clearance of shaft, cleaning of pit walls, and complete electrical cable laying and termination.
Eligibility criteria require bidders to have valid registration with tax authorities, PEC registration in category C-5 or above for relevant technical categories, OEM authorization, minimum 5 years OEM presence in Pakistan, experience of at least two contracts for supply, installation and commissioning of 2000 kg capacity bed lifts, and financial turnover as per bidding documents. Bid security of 2% of estimated value per lot is mandatory.
The contract includes a comprehensive 36-month warranty covering parts, labor, preventive maintenance, and troubleshooting at no additional cost. After warranty, an AMC may be offered. Delivery and installation must be completed within 30 to 60 calendar days from purchase order issuance.
Bids must be submitted electronically on EPADS by 21-09-2026 at 10:30 a.m. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. The lowest evaluated bidder will be awarded the contract. The Procuring Agency reserves the right to accept or reject any or all bids as per SPPRA rules.
