Tender Description
Pakistan National Shipping Corporation (PNSC) invites proposals for the engagement of a Business Consultant to develop a comprehensive five-year Business Plan and Fleet Financing Plan. This consultancy aims to assess PNSC's current business, including its fleet and assets, and to establish an optimal future fleet portfolio, investment and disposal strategy, and container business strategy. The assignment includes a detailed container feeder business plan, fleet renewal and disposal strategies, and a phased implementation roadmap. The consultant will work closely with PNSC's management and Board in Karachi, Sindh.
Items being procured:
- Development of a five-year Business Plan
- Comprehensive Fleet Financing and Capital Restructuring Plan
- Market and Container Feeder Assessment
- Diagnostic Review and Fleet Strategy Report
- Implementation Roadmap and assistance for 12 months post-approval
The scope covers internal and external diagnostics, market assessment, financial forecasting, sensitivity analysis, and HR function review. The consultant must have at least 10 years of experience in corporate finance advisory, business planning, and fleet financing, with relevant experience in shipping, maritime, logistics, or transport sectors. Key experts include a Team Leader, Financial Modelling Expert, Restructuring Specialist, Shipping/Maritime Market Expert, and Business Strategy Analyst.
Proposals must be submitted electronically via email to financing.tender@pnsc.com.pk by 11:00 AM PKT on 4th November 2026. Technical proposals will be opened the same day at 11:30 AM PKT in the Conference Room, 16th Floor, PNSC Building, M.T. Khan Road, Karachi. Financial proposals of technically qualified firms will be opened online subsequently. The selection method is Quality and Cost Based Selection (QCBS) with a 55% weight on technical and 45% on financial proposals.
Bidders are advised to attend the pre-bid meeting on 13th October 2026 at 3:00 PM PKT at the same venue. International consultants may request video conferencing links in advance. The contract will be awarded to the most advantageous consultant following evaluation and negotiations. Payments will be made in USD as per the agreed schedule linked to deliverables.
A practical tip for bidders: Ensure timely submission of separate technical and financial proposals via the specified locked email addresses and confirm availability of key experts as per the tender requirements to avoid disqualification.
