Tender Description
The Pakistan Civil Aviation Authority (Ministry of Defence) invites qualified consultants to submit proposals for the engagement of a consultant for a comprehensive Gap Assessment of its Quality Management System (QMS) and State Safety Program (SSP) in Karachi, Sindh. This consultancy aims to evaluate the effectiveness, maturity, and implementation status of PCAA's management systems supporting aviation safety oversight functions in accordance with ISO 9001:2015 and ICAO Annex 19 standards.
Items being procured:
- WP1: Project Initiation & Preparation including kick-off meeting, documentation collection, inception report
- WP2: Documentation Review covering manuals, SOPs, audit reports, safety indicators, and preparation of documentation review report
- WP3: On-Site Assessment by QMS Lead Auditor and SSP/SMS Expert including interviews, observations, and presentations
- WP4: Gap Analysis & Recommendations with detailed gap analysis, prioritized implementation roadmap, and final report
The assignment duration is eight weeks from the commencement date. The consultant shall deploy qualified experts with relevant certifications and experience in aviation regulatory systems. All costs including travel, lodging, and local transportation are included in the financial proposal. Submission and evaluation will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Technical and financial proposals must be submitted separately by the deadline of September 14, 2026, 11:00 AM. Manual submissions will not be accepted.
Eligibility requires registration with SECP, FBR, and accreditation from PNAC among other criteria. Bid security in the form of Pay Order or Bid Securing Declaration is mandatory. The procurement method is Single Stage Two Envelope with Quality and Cost Based Selection (QCBS) technique. The contract will be awarded based on technical merit and financial evaluation. The consultant must comply with all terms and conditions including confidentiality, intellectual property rights, and performance security requirements.
