Tender Description
The Pakistan Civil Aviation Authority (PCAA) Karachi invites qualified consultants for the engagement of a GAP Assessment of its Quality Management System (QMS) and State Safety Program (SSP). This consultancy service is planned for the financial year 2025-26 and aims to evaluate the effectiveness and maturity of PCAA's management systems supporting aviation safety oversight functions.
The scope includes a comprehensive assessment through four work packages: project initiation and preparation, documentation review, on-site assessment by QMS and SSP experts, and gap analysis with actionable recommendations. The consultant will review relevant documentation, conduct interviews and observations at PCAA headquarters and other locations, and prepare detailed reports including a prioritized implementation roadmap.
Eligible bidders must be registered with SECP or relevant authorities, have valid FBR registration and NTN, be on the Active Taxpayer List, and demonstrate at least 15 years of relevant experience in gap assessments, preferably in aviation or regulatory sectors. Compliance with ISO/IEC 17021 and accreditation from recognized bodies such as PNAC or UKAS is mandatory. The consultant must also provide notarized undertakings regarding blacklisting and corrupt practices.
The tender submission deadline is Monday, May 25, 2026 at 11:00 AM via EPADS v2.0, with financial bids to be submitted separately. The technical bid will be evaluated on quality and cost-based selection criteria. The contract duration is approximately six to eight weeks from commencement.
