Engagement of Legal Consultant in Pakistan Airports Authority

The Pakistan Airports Authority (Headquarters) is seeking to engage a qualified Legal Consultant for a period of two years, extendable up to three months, under the Financial Year 2026-27. This procurement is based in Karachi, Sindh, and invites eligible bidders registered on EPADS v2.0 to submit proposals for comprehensive legal consultancy services. Items being procured: - Drafting comprehensive Regulations, Policies, and Airport Orders under the Pakistan Airports Authority Act 2023 - Advising on interpretation, implementation, and amendments of the Pakistan Airports Authority Act 2023 - Providing legal consultancy for outsourcing of airports and post-outsourcing governance - Drafting RFPs for Service Level Agreements (SLA) and contracts for various services - Drafting RFPs for Commercial Licenses and Lease Agreements and preparing related agreements - Providing legal opinions, advice, and assistance relevant to the functions of PAA The scope includes drafting legal documents in accordance with applicable laws and international aviation obligations, ensuring compliance with concession agreements, and supporting the Pakistan Airports Authority in legal matters. The consultant will also be entitled to boarding and lodging expenses for official travel as per EG-05 officer entitlements. Eligibility requires a legal consultant or firm with a valid practicing license under the Legal Practitioners and Bar Councils Act, 1973, with at least 12 years post-qualification experience or an individual law officer with 15 years professional experience in relevant government or public sector organizations. Documentary evidence of experience, client assignments, professional standing, and qualifications such as PhD or LLM in Law is mandatory. The tender follows a Quality and Cost Based Selection (QCBS) method with a bid security requirement of PKR 500,000 in the form of a Pay Order. Proposals must be submitted online via EPADS v2.0 by Wednesday, August 5, 2026, at 11:00 AM, with opening at 11:30 AM the same day. Manual submissions are not accepted.
