Tender Description
This tender invites qualified consultants to provide engineering consultancy services for the Rural Electrification Program (REP), System Augmentation Program (SAP), LTP ABC Cable, and Deposit Works in Multan under the Multan Electric Power Company (MEPCO). The consultancy focuses on technical and financial review of construction estimates, control and verification of material issuance and installation, quality monitoring, and preparation of detailed completion reports including inventory and valuation statements. The project covers rural electrification, energy loss reduction, distribution of power, and augmentation of distribution networks with an estimated annual budget ranging from PKR 3,000 to 6,000 million for various components.
Consultants must be registered with the Pakistan Engineering Council (PEC) and have a minimum of 10 years experience in power projects, with proven expertise in rural electrification and system augmentation projects worth at least PKR 4,000 million over the last five years. The team should include qualified electrical engineers with extensive experience in project management, coordination, construction supervision, and site inspection. The scope requires detailed methodology, work plans, and monthly progress reporting to MEPCO's Project Director Construction and Chief Engineers.
Bidders should ensure compliance with PEC registration, FBR registration, and maintain a sound financial background. The tender follows PPRA rules and requires submission of technical and financial proposals via the EPADS online portal. The evaluation will be based on 80% technical and 20% financial criteria. The contract duration is two years with a possible one-year extension. The consultant must adhere to all tax liabilities except 16% Punjab Sales Tax, which is reimbursed. The contract will be governed by Pakistani law with dispute resolution through arbitration in Pakistan.
The submission deadline is on the 6th of April, 2026 at 10:30 AM, with technical proposals opened publicly at 11:00 AM on the same day at MEPCO Complex, Khanewal Road, Multan.
