Engineering Consulting Services for Establishment of R&D and Outreach Centers at Narowal

The University of Agriculture Faisalabad Engineering Construction Department (Projects) invites qualified consultant firms to provide engineering consulting services for the establishment of Research & Development (R&D) and Outreach Centers at Narowal. This tender is specifically for firms registered with the Pakistan Engineering Council (PEC) and included in the updated prequalified list of the Planning & Development Board, Government of Punjab, under the Infrastructure & Structural Engineering sector for the current Financial Year. Items being procured: - Establishment of R&D/Outreach Centers at Narowal - Model Seed Research & Outreach Station Narowal under the project titled "Quality Seed Production under supply to the Farming Community for Ensuring Food Security in Pakistan (Revised)" with tentative civil work cost Rs. 542.914 million - PKNC Regional Outreach Research Center at Narowal under the project titled "Establishment of Pak Korea Nutrition Center (PKNC) to improve child and community nutrition (Revised)" with tentative civil work cost Rs. 161.071 million The scope includes detailed design, master planning, and resident supervision for civil work components of these development projects. The consultancy covers both design phase and resident type supervision with estimated consultancy costs of Rs. 5.429 million and Rs. 10.858 million respectively for the Model Seed Research Station, and Rs. 1.610 million and Rs. 3.221 million respectively for the PKNC Regional Outreach Research Center. The projects will be managed through the Punjab e-Procurement System. Eligibility criteria require valid PEC registration, inclusion in the prequalified list of the Planning & Development Board, registration with the Securities & Exchange Commission of Pakistan or Registrar of Firms, Federal Board of Revenue (FBR), Punjab Revenue Authority (PRA), and possession of a Professional Tax Certificate. Firms must also provide a list of permanent professional staff with CVs, evidence of similar completed projects in the last five years, financial statements for the last three years, and an affidavit confirming no blacklisting or litigation. The tender follows a single stage two envelope bidding procedure with technical and financial proposals to be submitted in separate sealed envelopes by 11:00 AM on 11-08-2026. Technical bids will be opened the same day at 11:30 AM. A bid security of 2% of the estimated consultancy cost must be attached in the technical proposal. Bidders are advised to carefully review the RFP documents and submit bids through the Punjab e-Procurement System in PDF format. The bidding documents are available for free download from the UAF website and the PPRA website. A practical tip for bidders: Ensure your bid security is correctly calculated and issued by a scheduled bank in favor of the Executive Engineer (ECD-P), UAF, as conditional bids or bids without bid security will be rejected outright. This will avoid disqualification and save time during evaluation.
