Tender Description
The University of Agriculture Faisalabad, through its Engineering Construction Department (Projects), invites qualified consultant firms to provide engineering consulting services for the establishment of R&D and Outreach Centers at Narowal. This tender is specifically for firms registered with the Pakistan Engineering Council (PEC) and included in the updated prequalified list of the Planning & Development Board, Government of Punjab, under the sector of Infrastructure & Structural Engineering, Sub-Sector Building for the current financial year.
Items being procured:
- Model Seed Research & Outreach Station Narowal under the project titled 'Quality Seed Production under supply to the Farming Community for Ensuring Food Security in Pakistan (Revised)'
- PKNC Regional Outreach Research Center at Narowal under the project titled 'Establishment of Pak Korea Nutrition Center (PKNC) to improve child and community (Revised)'
The technical scope includes detailed design services, master planning, and resident supervision for the civil work components of these development projects. The estimated civil work costs are approximately Rs. 542.914 million for the Model Seed Research Station and Rs. 161.071 million for the PKNC Regional Outreach Research Center. The consultancy costs for the design phase and resident supervision are also specified.
Eligibility criteria require valid PEC registration, inclusion in the Punjab Planning & Development Board prequalified list, registration with the Securities & Exchange Commission of Pakistan or Registrar of Firms, FBR registration, Punjab Revenue Authority registration, and a professional tax certificate. Firms must also provide a list of professional staff with relevant experience, evidence of completed similar projects in the last five years, financial statements for the last three years, and managerial capability. An affidavit on stamp paper confirming the firm is not blacklisted is mandatory.
The submission deadline is 1st August 2026 at 11:00 AM, with technical bids opening the same day at 11:30 AM. Bids must be submitted through the Punjab e-Procurement System in PDF format, including a bid security of 2% of the consultancy cost.
