Tender Description
The Directorate General of Fisheries, Government of Balochistan invites electronic bids from eligible bidders for procurement of engineering and research and technology based services specifically customized software development in Quetta. Items being procured:
- Engineering and Research and Technology Based Services (Customized Software Development - 01 item)
The scope includes customized software development services tailored to the needs of the Directorate General of Fisheries. Bidders must have a local office with field and support staff for service, support, and maintenance. The contract requires successful completion of five customized software-development assignments in the public sector during the last three years. Eligibility criteria include at least five assignments of similar nature and complexity, a turnover of at least PKR 25,000,000 during the last five years, active Taxpayer List status, valid Balochistan Revenue Authority (BRA) registration, and Pakistan Software Export Board (PSEB) registration. Audited accounts certified by a Chartered Accountant for FY 2020-21 through 2024-25 are mandatory. The bidder must not be blacklisted by any procuring agency in Pakistan and must undertake to complete the contract within the stipulated period after issuance of the work order.
Bid submission and opening documents are available electronically at www.bppra.gob.pk. Bid security of 2% of the bid value is required in the form of a bank guarantee or deposit at call issued by a scheduled bank. The submission deadline is 25 August 2026 at 12:30 PM through the supplier dashboard on the BPPRA Electronic Public Procurement System (EPPS). Bid opening will be held on 25 August 2026 at 1:30 PM on the EPPS system. Only electronic bids shall be submitted; no physical bids are accepted. Bidders must be registered on the BPPRA EPPS.
