Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the procurement of a Centralize Internet (SDWAN) framework contract for the fiscal year 2026-2027. This procurement is based in Karachi, Sindh, and aims to establish a robust SDWAN connectivity solution linking the SIEHS Head Office with 44 branch stations across Sindh including Hyderabad, Sukkur, Bhambore, and others.
Items being procured:
- Centralize Internet (SDWAN) solution with 250 MB fiber primary and secondary links at Head Office
- 15 MB primary and secondary CIR fiber internet links at 44 SIEHS stations
- 40 MB primary and secondary CIR fiber internet links at regional offices
- Mesh topology connectivity with spoke-to-spoke communication
- Fortinet firewalls and routers hardware with management and replacement
- Cloud-based SDWAN controller with centralized management
- Proactive link monitoring and maintenance alerts
- Two live IPs per site and /27 IP pool at Head Office
The scope includes installation, configuration, administration, and maintenance of the SDWAN solution with 24x7 support and hardware replacement within 2-3 hours. The solution must support scalability, zero-touch provisioning, strong encryption, and application-aware routing. Vendors must have certified resources and meet compliance requirements including fiber infrastructure and active customers in Sindh.
Eligibility criteria require firms to be registered with federal/provincial tax authorities, listed on FBR active taxpayers, and not blacklisted. Bid security of PKR 600,000 is mandatory. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM. Technical and financial bids will be evaluated under Single Stage Two Envelope Procedure. Performance security of 5% of contract value is required upon award.
Bidders should monitor EPADS for amendments and submit non-refundable tender fee of PKR 3,000 via Pay Order. Late, conditional, or incomplete bids will be rejected. The contract duration is one year extendable up to three years based on performance. Payment terms are 45 days credit after submission of required documents.
