Government Holdings Private Limited (GHPL) Islamabad invites bids for the procurement of Non-Consultancy Services for SAP S/4HANA Conversion and Enhancements under contract reference P128902. The procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique. Items being procured: - Package-01: SAP S/4HANA On-Premises Conversion/Migration of existing services with standard Fiori - Package-02: Implementation of Material Management/Procure2Pay with Fiori standard and customized applications - Package-03: Implementation of SuccessFactors (Employee Central, Time Tracking and Performance Management) - Package-04: Implementation of SAP Analytics Cloud - Package-05: 3 Years Support Level Agreement (Offsite Hourly Rates) The scope includes upgrading the existing SAP ECC6 EHP-8 application to SAP S/4HANA on-premises latest version with Fiori interface across the complete SAP landscape (Development, QAS, Production). The contractor must ensure smooth conversion, maintain all existing workflows, reports, payroll, and modules such as FICO, HCM, JV, and implement further automation and internal business processes. The project is divided into five packages and partial bids are not acceptable. Eligibility criteria require bidders to be SAP-authorized Gold Partners with certified resources in FICO, MM, SF/HCM, BASIS, and SAC modules, have previous records of S/4HANA conversion/upgradation projects, and maintain an office in Islamabad/Rawalpindi. Bid security of PKR 500,000 is mandatory. The contract duration for upgrade and implementation (Packages I to IV) is 10 months with 3 months hypercare support, followed by a 3-year support agreement.
