Tender Description
The Pakistan Security Printing Corporation (PSPC) in Karachi invites qualified vendors for the supply, installation, implementation, maintenance, and technical support of an Enterprise Resource Planning (ERP) system integrated with a Track & Trace solution. This project targets the digital transformation of PSPC's core operations, including procurement, production, inventory, finance, and quality management, with a focus on real-time data capture and traceability across banknote and security printing processes. The ERP will replace legacy systems, enabling enhanced operational efficiency, scalability, and compliance with regulatory standards.
The scope includes end-to-end ERP deployment covering modules such as Procure-to-Pay, Warehouse & Inventory Management, Order to Cash, Production Planning, Quality Management, Plant Maintenance, Finance & Accounts, and Human Resources. The Track & Trace solution will provide real-time tracking of banknote sheets and notes from raw paper to final packaging, integrating with printing machines and existing systems. The project demands on-premise hosting, robust security integration with Microsoft Active Directory, and compliance with industry standards including OWASP and ISO 27001.
Bidders must meet stringent eligibility criteria including a minimum 5-year legal existence, operational presence in Pakistan, average annual turnover of PKR 500 million, and proven experience in ERP and Track & Trace implementations in manufacturing industries. The project will follow a two-stage bidding process with quality and cost-based selection. The contract includes a 4-month hypercare support period post go-live and a 5-year managed services SLA.
Submission deadline is 12 May 2026 at 11:00 AM with technical proposals opened the same day. Bidders should submit proposals via EPADS portal. The physical address for bid opening is PSPC Head Office, Jinnah Avenue, Malir Halt, Karachi. Earnest Money of PKR 5,000,000 is required. The project demands compliance with PEC categories, FBR active taxpayer status, and adherence to PSPC's code of conduct and HSE requirements.
